I am very pleased that the revolutionary issues have achieved groundbreaking results in a short period of time. I would like to express my gratitude to all those who have worked for the investigation agency for their sincere efforts.

Now that the revolution has entered the second stage, we are convinced that the second stage of the revolution will succeed only when we have used the lessons of the first stage of the revolution and all the plans and preparations made in the second stage, to make use of the lessons of the first stage of the revolution, and when we have fully prepared ourselves for the next operation. Because of the heat, the second stage of the revolution will have to be more intense than the first stage. There are two revolutionary goals for the second stage, one for settling public sentiment and the other for economic construction.

At this meeting, I would like to mention only matters related to the settlement of public sentiment.

It is said that soldiers are currently working in various fields of the government, but there are sometimes side effects and evils.

That is to say, although only a few people are involved in personnel affairs, there was injustice in relation to the company, and there is no choice of stone against the private sector.

All these things are not dependent solely on facts. It is well known that there are many slanderous attempts to drive our revolutionary agenda into failure. However, even if there are any cases of fraud, I would like you to thoroughly crack down on them and do your best not to cause any misconduct.

First of all, self-cleansing and self-control must be thoroughly conducted to calm the public's To that end, the government is working on the policy of forming judges to examine military personnel and newly hired civilians, appointing excellent personnel to determine their suitability, and gradually reducing the number of military personnel.

First of all, the Supreme Council of the early days of the revolution had military personnel selected from each army to work in a stopgap manner, but given the current personnel structure, there are many people who are not the best fit for the job.

The government believes in this situation. However, I think the time for maintenance has come.

The Supreme Council, government agencies, state-run companies, and other military personnel will be examined, and if they are not suitable, they will be sent back to the army, and the best and most suitable military personnel will be selected, and they will be sent to the right personnel.

Secondly, the organization and unification of investigative agencies are required. It is necessary to improve the current investigation agency, which has shown signs of disorder. It is a clear fact that if two or more investigative agencies are to investigate the same criminal investigation target, they will cause unnecessary suffering to the public.

The Central Intelligence Agency must convene a meeting of relevant officials to study the re-coordination, control system, and unification of investigative agencies.

On the other hand, a special inspection team will be established under the direct control of the chairman. This is not an investigation agency against the general public, but an agency for supervising each investigation agency so that there is no injustice.

There are still many investigative agencies, but I don't want to establish new investigative agencies, but in order to eradicate the over-authority and injustice of investigative agencies, the head of each investigative agency must strictly punish their subordinates and strictly punish them when they find it. In addition, there are concerns about what to do if the special inspectors themselves commit fraud, but this is something that we want to do with sufficient vigilance and careful supervision.

Third, cobble stones should be sorted out.

During the early days of the revolution, it is customary to dispose of any revolution in any country without distinction. However, we have to sort out cobbles.

If you look closely at Korean society, you know that there is a lot of slander, but there is also a lot of confusion in the investigation, but each investigation agency should thoroughly identify and dispose of the stone.

Fourthly, all civil servants, especially those engaged in investigations, must have a spirit of dedication to the people.Our revolutionary aim stems from the spirit of service to the people. Therefore, they should be kind and humble to the general public by taking advantage of this revolutionary spirit.

Again, I would like you to keep in mind that our revolution is a revolution for service to the people. When only one person treats the people with a sense of superiority, we need to know the fact that a hundred good things come to nothing.
